Oral health remains one of the most unmet health needs in the state, particularly for Medi-Cal enrollees and underserved populations. Despite many investments and policy efforts, access to dental care had not meaningfully improved, with persistent disparities across racial, geographic, and socioeconomic groups. Some key barriers include limited provider participation in Medi-Cal, workforce shortages, and systemic inequalities that restrict access to timely, high-quality care. Oral health is essential to overall health and well-being, yet millions of Californians still face challenges obtaining necessary services. There is a need for more effective, targeted strategies to address structural barriers and advance equitable access to oral health care across the state.
