Paula Lee, RDHAP, MPH Dental Hygiene Consultant, Office of Oral Health, California Department of Public Health  Paula Dental Hygiene Consultant for the State of California. Her main role is the state coordinator of schoolbased/-linked oral health programs. Prior to working at the State, she worked 11 years at a Federally Qualified Health Center (FQHC) and private practice and volunteered in programs in Central America and Africa. For 10 years, Paula has volunteered to provide oral health care and oral health literacy in school-based/-linked programs to children, families, and community members in Nicaragua and Guatemala. Paula received an MPH from UC Berkeley in management and health policy and a BA in business administration from Sacramento State University. She currently serves on the Government Relations Council for the California Dental Hygiene Association and at the California Health Care Foundation Leadership Program where health care leaders expand skills and systems capacity to meet the challenges facing California’s health care system. 

Angela Martin Program Manager, Prevention & Health Promotion, County of Butte Angela currently manages the SNAP-Ed, Oral Health, Tobacco Education, STAKE Grant, and Youth Cannabis Prevention Programs. She has been teaching health education since 2003 and specializes in working with priority populations. She has over 10 years of experience working with local tribes in Butte and Glenn Counties teaching health education on various topics. She has worked for the County of Butte in both the Behavioral Health and Public Health Departments as a Program Manager for the last 10 years and has managed the Butte County LOHP since 2018. 

Celia Canalia Health Education Specialist II, Butte County Public Health Celia was a dental assistant for 9 years at an FQHC then worked in private practice as a dental office manager for 5 years. Celia also worked in the non-profit sector for a Community Economic Development Agency funding rural health clinics and mobile dental programs. Celia is an advocate for dental access for children in rural communities. 

Maria Ortiz-Padilla, MPA Program Manager, Community Oral Health Program, Contra Costa Health Maria has over 15 years working in the health education field and has been overseeing the Community Oral Health Program for three years. She is passionate about the oral health work that is currently taking place in Contra Costa and is looking forward to forming new partnerships to enhance the Local Oral Health Program. 

Harleen Sethi, DMD Dentist, Community Oral Health Program, Contra Costa Health Dr. Sethi earned her dental degree from Tufts University and has always had a passionate interest in community-based oral health initiatives. Since joining Contra Costa Health, she has helped to launch mobile dental clinics, provide evidence-based preventive services at schools, and engage with community partners on the importance of oral health. Currently, she is also helping lead the implementation of the Community Oral Health Improvement Plan for Contra Costa. 

Erika Oseguera Lead Registered Dental Assistant, Community Oral Health Program, Contra Costa Health Erika Oseguera has been an RDA for 26 years and has been working with Contra Costa Health for 20 years. She is currently the Lead RDA for the Community Oral Health Program and oversees program coordination activities with school districts, principals, teachers, and community partners.  

Rosario Manjarrez Health Education Specialist & Project Coordinator, Solano Oral Health Education Program Rosario Manjarrez has 13 years’ experience working with the community in which she lives and works with ease with the diverse populations and different socioeconomic status that makes up Solano County. Rosario started her career working for a non-profit organization to help the community with the application process for Medi-Cal. She has worked for Solano Public Health for 9 years. She held a position with the Maternal Child Adolescent Health Bureau working as a home visitor to pregnant women or women who just had a baby. She is currently a Health Education Specialist and the Project Coordinator for the Solano Oral Health Education Program within the Health Promotion and Community Wellness Bureau. Rosario loves the one-on-one interaction she has with children in schools and seeing the impact Solano Public Health has. 

David Linebarger Program Coordinator, Yolo County Health and Human Services Agency David Linebarger graduated from UC Davis in 2014 with a degree in Sustainable Agriculture and a minor in Soil Science. David started as an intern at the Yolo County Health Department that same year to maintain the health department’s community garden that is operated under SNAP-Ed. David was shortly hired part-time to manage the garden and he also worked at a residential treatment center for patients with mental health issues to manage a farm operated at the center and engage clients with paid farming opportunities. David was hired by the health department full-time as a health educator in SNAP-Ed in 2016 when the oral health program was just getting started, and slowly got to learn about the program through close partnering efforts between both programs. In early 2020, David was redirected to Covid-19 efforts and promoted to supervisor in early 2021. In early 2022, David returned from Covid-19 redirection to direct both the SNAP-Ed and oral health programs.
