The Department of Health Care Services (DHCS) is pleased to announce the release of the Closed-Loop Referral (CLR) Implementation Guidance* for managed care plans. The CLR Implementation Guidance outlines requirements for MCPs in implementing Closed-Loop Referrals under managed care, including tracking, supporting, and monitoring CLRs. These new requirements will ensure more Members are connected to the care they need by identifying and addressing gaps in referral paths.
MCPs must implement Closed-Loop Referral requirements by July 1, 2025. Requirements will first apply to referrals made to two priority services – Enhanced Care Management (ECM) and Community Supports.**
DHCS will provide an overview of the Closed-Loop Referral requirements during an all-comer webinar on Thursday, February 13, 2025, from 10:00-11:00 am PST. This webinar is open to the public and will be of special interest to MCPs, ECM & Community Supports Providers, and entities making referrals to both services. Advanced registration is required. Presenters will be taking questions during the session.
